Why’s my hydrangea like this?

All my other hydrangea plants are green but this one, the blue deckle, looks powdery? Is it sick? How can I fix it? these flowering buds appeared a week ago and I’m hoping the problem won’t affect its development. I’m in SE Melb, it’s been warm for April but starting to get chilly now.
