Why do some jacaranda trees flower more than others?

I have two jacaranda trees on my driveway that were planted at the same time. They have the same climate, are the same size and I neglect them equally. Yet one always flowers beautifully and the other puts on a very lacklustre performance each year. Is there something I can do to improve the flowering of my poor performer?
