What’s growing on this sick, (and other healthy) plants?

This succulent has been struggling for a while and it seemed to coincide with this white filament looking stuff. However this also seems to be present on some healthy trees and plants in the garden, but not to this degree so not sure if it’s a cause, symptom or unrelated.
