What would you do, what are my options?

I’m looking for options, ideas and advice regarding this corner garden bed.

It is located on a small slope on the corner of our block with a private lane and a road. I removed all of the overgrown and dead bushes + plants and I am in the process of remove all of the old mulch and what not. Obviously there are restrictions based around proximity to roads, the pit and the water meter.

I have two things that we’d love to do and unsure on their viability.

We want to do a perimeter hedge for privacy. What are the restrictions in NSW regarding how close you can plant near the road + the other infrastructure in the garden bed( pit + water meter + tap).

I’d even love to build a wall similar style to image 2. The would see the tap related to wall mounted and could serve as a master control point for future garden irrigation/potting station.

Alternatively, I could just plant it again or let the grass run up into it.

Would love to know your thoughts, advice, knowledge of restrictions etc
