What to place on this awkward patch

This is from google maps, i actually ended up putting grass here, but people let their dogs pee and poop on it, so it never stays pristine.

What could i place here to make it look nice and stop peoples dogs, the council technically owns it, but they won’t beautify it, so I would like to myself.
