Weeding/mulch/bark

We have a huge area filled with weeds, soil isn’t great, very hard and clay like. I’m not ready to landscape this area yet but in the interim was thinking of trying to improve the soil and remove the weeds. Just wondering if the best approach would be to: 1. Remove the weeds 2. Put down compost (or a premium soil – not sure what would be better?) 3. Top with thick mulch/bark so weeds can’t grow Can I please have some advice? Thanks.
