Topsoil and compost with plastic and other contaminants

Hi,

I ordered a bulk bag of topsoil/compost mix from a local supplier. There was a lot of plastic in it along with pieces of glass, metal and even a tennis ball.

Is this acceptable? First time ordering something like this! I’ve attached some pics.
