T5 for growing full plants

Wanting to grow peppers and mini tomatoes on a garage shelf. Would the barinna t5 be sufficient for a full pepper plant?

Everything is growing great in my grow tent under a mars hydro but I wanted a shelf in my grow tent as well. I need cheap lighting for it.
