Star Jasmine Hedge Under Shade

We have an otherwise healthy 2m front star jasmine hedge out the front of our property. Recently the council tree has grown significantly creating an almost permanent shadow over the street side face of the hedge which is causing the green growth to die off and growth to happen predominantly on the other face. Besides bugging council to maintain their tree is there anything I can do to help encourage growth on the street face?
