Remove rose bush?

So my dad moved into a house with a massive garden (so many sections) currently studying horticulture at TAFE (just cert II but will do III next year.

So I’m going through weeding pruning and cleaning up and I saw one of the rose bushes. We finished our pruning course just recently and we did a class focused on rose pruning. So we learnt to remove any diseased branches the problem that every single branch from this one bush has these leaves. Can it be saved? Or should I dig it out

I have alot of beef with roses I hate them.but it’s not my garden so I’d love to go yeah I’m going to just rip this one out Dad! But he does love roses coming for your opinion. Atleast one set of leaves per branch had these yellowed leaves. One brown and a little moldy.

So I’m asking bere with deep shame and despite rose bush hatred aside can I save this rose bush
