Privacy plant for west-facing balcony in Melbourne?

Hi all,

I am looking for recommendations that check as many of these boxes as possible:

Grows well in Melbourne Has blooms or leaves to provide year-round privacy Is low-mainrenance Grows in small-ish space

I like the idea of a flower plant like a Bougainvillea or an Eden rose (they look so beautiful!) but I’m not sure how many of the boxes they check.

There’s also the question of how to grow them vertically.

The balcony is about 1 or 1.5 metre above road level. There’s space on the balcony itself and between the balcony and the fence (where the bins are).

Would appreciate any recommendations.
