Please help identify this pest? Is it scale?

I’ve been googling for an hour and I can only find reference to scale, but it doesn’t seem to look like an actual bug, so I think it’s an egg sac or something?

Pulled a couple off and they seem to have webbing on the underside and a hard shell, but I cut one in half and there’s nothing inside??

Please help, there are so many on different plants now
