Neighbour’s complaint

Seeking some advice, we’ve just had someone from the Council come round to inform us of a neighbour’s complaint about our garden. He said that it was about our cherry blossom tree petals on the pavement.

We’re in our first house and never owned a tree before and the blossom fell whilst we were away. I just wanted to check if you have a cherry blossom tree or similar do you usually sweep up the blossom on the public pavements? Or is this a bit of an unreasonable complaint? It spreads on the wind so isn’t something we have massive control over!
