Lemon Tree Pest?

Any identification for this teeny, green bug I’ve found on my dwarf lemon? I noticed all the new shoots started looking off and on close inspection found 2 of these. May or may not be related? (White residue is kaolin clay due to gall wasps in another tree). Melbourne
