Just bought garlic – does this look OK?

Brand new gardener, so very inexperienced so far. About to plant my first ever garlic bulbs for home growing.

Just bought these off what I thought was a reputable supplier, but of the 2 bulbs I bought, one is both mouldy (across 3 cloves), and it also has begun to sprout already (across 2 cloves).

Is this okay/normal/to be expected, or should I be calling the company to ask for a refund/replacement?

If it’s all good and I should just plant it, no worries I will do. Just wasn’t sure if this was normal and didn’t want to call the supplier without more info.
