Is gardening on the wane in the UK?

I’m noticing that when new neighbours arrive, many of them despite having gardens don’t show any interest in them at all. Never go out in them or maintain them in any way. I find it sad, when so many people would love to have a garden, and also annoying as it’s affecting my property. We are losing our view as the neighbour won’t cut anything back – just makes vague statements about “getting someone in” but it doesn’t happen
