Invasion of clover

Only put down the weedmat and mulch a couple months ago and it doesn’t seem to suppress the weeds so much as I have clover sprouting out everywhere, no matter how much I try to keep on top of it it just keeps growing back everywhere. Is spraying Round-up my only real option to stop the clover invasion?
