In desperate need of advice!

I am a complete novice and desperately looking for some advice on how to bring from font yard back to life.

Background: Located in Perth, this back of ground use to have a lush patch of lawn before the tenants who rented the property let it all go to waste. The grass is dead and weeds go in its place.

I wanted to know what’s the best course of actions to put down some fresh lawn without having weeds invade or random grass runners sprout from out of no where. Is it a matter of removing a good amount of soil from the top and replacing it with new top soil and then lay new grass on top? I’m a complete novice and any advice would be much appreciated 🙏🏾
