Importing plants into SA from NSW

Looking to get a Quiver Tree and they are rather hard to find across Australia. Found someone selling them in Sydney, but trying to figure out how to post them while doing so legally is difficult with all the legal jargon involved. Can anyone here summarize how to import a succulent like a Quiver tree from NSW into SA in more normal language?
