How to Reclaim/Revive Raised Garden Bed

Howdy everyone,

I need some input. I have three garden beds that because of life reasons, I let go into disrepair.

I’m now ready to tackle them again. The previous weed matting I put down clearly did not cut the mustard. The big one (second photo) is full shade, other two full sun.

Should I go manual weed removal? If so, how can I stop the weeds from making their way back up?
