Help!

What’s wrong with my eucalyptus cinerea? The leaves are disintegrating, which I assume could be from lack of sunlight. The tree has survived here very well for over a year. Could there be something else causing the leaves to do this? I’ve noticed other baby blues in the area are experiencing the same issue which makes me wonder if it could be a pest / other climate issues (Melbourne, Australia)
