Do I need to remove all these pebbles before turfing?

We are laying turf in the garden. The previous owners had a lot of pebbles etc which have become mixed with the soil. We have top soil to put down before the turf. Do all these pebbles need removing or can we add the top soil on top of them? Thanks!
