Council estate shared garden between 6 people looking to plant Herbs, wildflowers and vegetables

Okay So I live in a block of 6 flats with very unfriendly neighbours. We all share the back garden but it’s never used apart from washing lines 5hat everyone got bored of and a barbecue I had one summer.

The neighbours don’t let anyone use the garden, the children even play in the car park. There is no front garden. My dog has never even played in this garden. 2 flats back windows are directly out on the garden. I think they don’t like looking out and seeing it ain’t there garden idk

Anyway it’s depressing af. So I want to put benches out there, raised garden bed, vegetable patch, bird feeders and bee hives. Because I’m a traveller and I never get out of my flat anymore. And I have a garden right there!

I’ve decided no blackberries or mint, but I want to grow lavender, parsley, thyme, marjoram, wildflowers, tomatoes, Carrots, potatoes. All in a raised garden bed.

My neighbours will likely cause abuse while I’m doing it. The whole garden is shared but 1/6th I’ve been told I can take over to be mine. How can I section of , without fencing, a small garden area where I could sit and not worry about the 5 neighbour flats looking at me.

I thought about 4 raised beds in some formation that makes u want to go to the centre of it. The centre maybe having a tree or a bench. It’s just a rectangle garden. More wide than long.
