Conflicting front garden

Hi All,

Purchased this property late last year and at a bit of a loss as to what to with the front garden. It’s feeling like two different styles, both tropical with the shell ginger and birds of paradise, but then traditional with the rose bushes.

I feel like the area near the front stairs is very bare and I’m keen to give the garden a bit of a transformation, but not sure which direction to be heading. It gets pretty decent afternoon sun. Located in SEQ.

Any advice? I’m a very novice gardener but keen to learn.
