Bringing flower seeds interstate

Not sure if this is the right place to ask but here we go.

Say I got a couple of sealed packets of xerochrysum bracteatum (daisy) seeds in QLD. Would I technically be allowed to take them into Victoria? Would I be hypothetically fined if I were to be hypothetically found with these in my luggage? My intuition tells me that it would be frowned upon by biosecurity.

I had a look at the Quarantine Manual, but it seems like it’s mainly to do with fruit/veg seeds and actual grown flowers/bulbs. Would biosecurity be concerned about these flower seeds? According to my extremely limited knowledge, there doesn’t seem to be much risk with these daisy seeds carrying pests/disease. Then again, perhaps there is a chance that the seeds are contaminated or that the packets don’t contain what they say they do??

I am definitely overthinking this but any answers would be appreciated!
