Are these aphids?

I picked up this oregano a few weeks ago. Are these aphids? If so, should I wash as many off as possible and apply eco-oil, or is there something else I should do? If not aphids, what are they?

It’s in my enclosed winter garden, so I’m not likely to have any fortuitous predators arrive to take care of them for me.
