Advice needed for a sick mango plant SE QLD

Hello team, I need help with this mango plant. It has these tiny little white things on some of the leaves and on the stem. Seems to kill whatever it touches or at least make it sick. I have cleaned it off but find that it just returns (I work FIFO).

Any help to ID it, kill it and prevent it coming back?
