What to do with root bound ground?

I want to use this space as a garden bed or for flowers. The problem is, the ground is infested with rocks and roots from neighbours palms. I managed to dig out a tiny space and removed many roots by just snipping them as I go (seen in next photo). This process is tedious and takes very long. Is there any other way of removing all these roots?
