Calluna Vulgaris flower buds going white and falling off

My Calluna Vulgaris (sold to me as wild scottish heather) has had buds on it since late July yet not a since one has opened. It seems that the flower buds are going white and then falling off. Why won’t the buds open and provide a useful flower?
