Melbourne: Straw for mulch

Hi Melbourne gardeners! Where can I get coarse straw for mulch? When I lived in Canberra I got it from the pet food wholesaler, and when I lived just outside of Canberra I got it from Wesfarmers.

Now I’m in the close-to-the city (North) ring, all I can find is packed sugar cane mulch, which forms a barrier that rain can’t get through. I want something coarse enough that rain can get through it, but that can also shade the soil.
