What do you think has burrowed away at this?

I’ve just taken some scraps out to my compost and seen this hole! Something dug itself in there last night, as it wasn’t there on Tuesday. A rat possibly? If it is a rat, what would you suggest? We do have cats 🐈 many thanks in advance.
