What is this tree and why is it foaming!?

I’ve noticed this a few times, this tree foams or drips prior to rain coming. We haven’t had any rain in a week and it’s meant to be raining today and I’ve noticed it dripping and foaming. Does anyone know why this occurs? Or what kind of tree this is?
