Advice on this monster ? – Reddit Post

I’m pretty sure this is a forsythia. I moved here about a year ago and it was riddled with morning glory vines. No matter how many times I rip them out they come back. The bush itself has just become gigantic over the last few months. The pic of it when it was yellow was from the march. Can I cut it close to the ground now in the fall?
