Recommendations for planting

Looking for recommendations for this area of garden bed, it’s about 60 cms deep the whole way, have unsuccessfully tried different types of herbs etc but haven’t had too much luck. It gets afternoon sun but mostly shade during the day. Would be ideal for some flowers maybe?
