When is the best time of year to heavily prune westringia?

I planted some westringia 5-6 years ago and they have grown out too sparse and woody and generally larger than I was anticipating – I’m wanting to heavily prune it back and then maintain it in a smaller shape moving forward.

I’m talking about cutting at least 50% off (as a one-off)
