What is this plant growing over neighbours fence?

To me and Google it says tree of heaven which is a little concerning. It’s growing between my fence and the back of their shed so I can’t access it or dig the root ball.

They’re problematic neighbours and I’m sure they won’t want me knocking again on so soon after they left their flooded drain spilling into our garden for a week.

Is there something I can do other than digging the root ball out? I’m super keen to nip this in the bud asap. The trunk part of the tree is thin but at least 6ft tall.
