Meyer lemon advice

My Meyer lemon is 3.5 years old and fruiting really well all of a sudden the leaves have started to curl and i’ve been picking off these bugs for days on end and I have scoured the plant daily and they seem to be coming back daily. I have sprayed with eco oil and dipel a few days ago but these little green bugs under the leaves seem to keep reappearing. What is your advice?
