Hundreds of round holes in the thatch, but not the ground

Does anyone know what is making these holes? Melbourne bayside, sandy soil. There are hundreds of them. It’s hard to get a picture but they are in the thatch layer of the lawn, but there doesn’t seem to be a hole in the dirt.
